Rule Sets may sometimes fail to trigger actions, remain inactive, or block activation. In most cases, this behavior is caused by configuration constraints, eligibility requirements, or data limitations.
This article explains the most common reasons Rule Sets do not execute as expected and how to identify the cause based on system behavior.
You selected Active during setup, but the Rule Set is saved as Inactive.
Most Common Cause
The Acknowledgement step was not completed during setup.
Open the Rule Set.
Complete the required acknowledgement.
Set the status to Active again.

Editing options are disabled or temporarily blocked.
The Rule Set is in a processing state after recent creation or update.
Wait until processing completes.
Refresh and retry editing.
Processing ensures that configuration changes are fully applied before further updates.
Hourly frequency is not selectable.
The selected Rule Set type does not support Hourly.
Not all selected Ads profiles have an active hourly-data subscription.
Hourly performance data is unavailable for the selected profiles or campaigns.
No profiles are selected.
Confirm that the Goal supports Hourly (Optimize Campaign, Optimize Placements, or Optimize Bidding Strategy).
Ensure all selected profiles have active hourly-data subscription.
Verify hourly performance data availability.
Confirm at least one eligible profile is selected.
The Rule Set runs but does not apply actions.
Rule conditions are not met within the selected Data Range.
Exclude settings remove relevant recent data.
Guardrail limits block execution because the calculated value exceeds defined minimum or maximum limits.
The entity was modified by a higher-priority rule within the same Rule Set.
The Rule Set is set to Notify instead of Execute.
Linked campaigns or ad groups are no longer eligible.

No Ad Groups selected in the scope selection step.

A “Once” Rule Set appears to run more than once.
When multiple Ads profiles represent different marketplaces or timezones:
Execution can occur once per marketplace or timezone.
It is not necessarily limited to one global execution.
This behavior is expected when multiple marketplaces are selected.
Cannot link or unlink campaigns or ad groups.
The Rule Set is currently in a processing state.
Wait until processing completes.
Retry the action.
